About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are issuing a Request for Proposal to procure comprehensive actuarial and consulting services for a three-year contract period from August 1, 2026 through July 30, 2029, with potential extension options for two additional one-year renewal periods. The solicitation seeks a qualified consultant to deliver annual actuarial valuations for the State Insurance Plan (SIP), annual and semi-annual actuarial valuations for the MoDOT and Missouri State Highway Patrol (MSHP) Medical and Life Insurance Plan, GASB 75 post-employment actuarial reviews upon request (priced separately), medical plan administration RFP services, Medicare Advantage plan administration RFP services, and other consulting services as directed by the Commission and MoDOT. Proposals must be submitted electronically via the MissouriBUYS MOVERS website by 2:00 PM Central Standard Time on May 22, 2026, with written questions due by April 30, 2026, and amendment responses due by May 5, 2026. Evaluation will be conducted using multiattribute scoring based on three criteria: experience, expertise and reliability (40 maximum points), proposed method of performance (20 maximum points), and proposed fee (40 maximum points). Respondents must provide firm fixed pricing, complete all required exhibits including the Annual Worker Eligibility Affidavit and Anti-Discrimination Against Israel Act Certification, and maintain specified insurance coverage including general liability of at least $600,000 per occurrence and $4,000,000 aggregate, business automobile liability of $600,000 per occurrence and $4,000,000 aggregate, and Missouri workers' compensation coverage with $1,000,000 employer's liability insurance.

The RFP does not identify specific set-aside designations for disadvantaged enterprises; however, contractors are encouraged to obtain minority and women business enterprise (MBE/WBE) participation in their proposals. No incumbent vendor or current contractor is identified in the solicitation documents. All vendors must be registered in MissouriBUYS and comply with Missouri state requirements, including registration with the Secretary of State and, for out-of-state vendors, procurement of a Transient Employer Certificate. Payment terms are established at Net 45 days. The RFP does not specify a potential award value or budget range for the contract. Following contract award, all proposals will be subject to public inspection under the Missouri Open Records Act.
