About this opportunity
The Greater Dayton Regional Transit Authority is requesting quotations for actuarial analysis services, with proposals due July 29, 2026 at 10:00 a.m. Eastern time and questions due July 22, 2026.
The scope includes annual actuarial analyses of the RTA's workers' compensation reserve and retiree death benefit plan as of December 31 for 2026, 2027, and 2028. The selected firm must estimate ultimate losses and allocated loss adjustment expenses for workers' compensation liabilities, calculate loss reserves, and discount reserves to present value. The RTA is totally self-insured for workers' compensation with a stop-loss limit of $550,000 per accident. The firm must employ at least two professionals who are members of the American Academy of Actuaries or associates of the Consulting Actuarial Society — a mandatory qualification gate.
The contract term is thirty-six months with an option to extend by written notice if the RTA provides at least thirty days' notice before expiration. Pricing must be submitted as a total fixed cost for each annual study, plus an estimated not-to-exceed amount for expenses such as travel, postage, printing, and telephone. The RTA is tax-exempt and will not include taxes in quoted prices. Payment terms are Net 30 following delivery and invoicing, with costs capped at the quoted price.
Quoters must provide identification of project personnel with professional qualifications, three references for similar projects, a restatement of scope of work, an explanation of how the work will facilitate future audits, and a list of required materials and information from the RTA. All proposals become RTA property, and all proposal preparation costs are borne by the responding consultant.
The RFQ incorporates extensive Federal Transit Administration required clauses addressing civil rights, equal employment opportunity, disadvantaged business enterprises, debarment and suspension compliance, and environmental protections. Proposers must confirm FTA compliance, provide a SAM.gov screenshot showing no active exclusions, submit a debarment and suspension certification, and indicate DBE registration status. General terms require Commercial General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, with the RTA named as an additional insured.
