About this opportunity
The City of Cleveland's Mayor's Office of Capital Projects, Division of Engineering and Construction is requesting proposals for Active Transportation Quick Build Design Services to supplement city staff for two years or until funds are expended, with proposals due November 11, 2026. The City requires a 10% Cleveland Area Small Business (CSB) subcontractor participation goal and encourages Minority Business Enterprise (MBE) and Female Business Enterprise (FBE) participation; proposers must complete Office of Equal Opportunity Schedules 1-4 demonstrating good-faith effort or face proposal rejection.
Consultants must be prequalified with the Ohio Department of Transportation (ODOT) in Noncomplex Highway, Complex Highway, Safety Study, Bicycle Facilities & Enhancement Design, and Basic Traffic Signal Design categories and maintain this prequalification throughout the contract term. The scope encompasses design services for separated bicycle facilities, pedestrian crossing enhancements, traffic-calming elements, roadway cross-section reallocation, and ADA-compliant upgrades aligned with Vision Zero Action Plan and Cleveland Moves, the city's five-year multimodal transportation plan. Quick-build strategies using low-cost materials and roadway re-striping are included.
The total contract amount is $1,000,000. Compensation is based on hourly billing rates or fixed-price task orders negotiated against an approved fee schedule covering twenty-six professional classifications from senior project managers and engineers through junior staff, interns, CAD drafters, survey technicians, and construction roles. The City requires monthly invoicing with detailed task-order documentation and enforces a Reimbursables Policy effective January 1, 2023, governing cost allocation, equipment leasing (not purchase except with approval), and travel reimbursement by staff classification.
Required insurance includes Comprehensive General Liability ($1,000,000 per occurrence), Professional Liability, and Workers' Compensation. Questions are due October 28, 2026. Evaluation criteria are proposal quality (25%), key personnel credentials (30%), demonstrated ability on similar projects (10%), quality assurance/quality control processes (20%), and OEO compliance (15%), with fee evaluation conducted as pass/fail after technical scoring. Responses must be submitted electronically through the ProcureNow portal.
