About this opportunity
The County of Orange Probation Department is requesting proposals for the Active Recidivism Reduction Initiative Via Engagement (ARRIVE) program, a multi-year youth recidivism reduction service contract, with proposals due October 27, 2026, and a non-mandatory pre-submittal meeting on September 29, 2026, at 10:00 a.m. via Microsoft Teams. The County applies Orange County Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preferences, allowing a five percent cost deduction for eligible certified firms (eight percent if certified as both).
Respondents must demonstrate a minimum of five consecutive years of recent experience developing and implementing ARRIVE services or comparable recidivism reduction programming for system-involved youth. The scope requires comprehensive services for high-risk youth subject to California Welfare and Institutions Code Section 602 petitions, including individual and group programming targeting criminogenic risk factors, trauma-informed case planning, parent empowerment training, substance abuse prevention education, and positive peer relationship building. The contractor must maintain capacity for up to 75 youth and provide a program team consisting of a case manager, youth partner, and access to parent education, substance abuse prevention, and peer relationship services. Services continue until case plan goals are met or six months, whichever is shorter, with possible three-month extensions approved case-by-case. The initial contract term is one calendar year, effective May 1, 2027, with options for four additional one-year renewals. A minimum 75 percent target applies for participants completing the program and reporting satisfaction with services.
The contract value exceeds $1,000,000 across all contract years, with specific pricing pending Board of Supervisors approval. No price increases are permitted during the first year; subsequent adjustments require 120 days' advance written notice with documented cost justification. The contractor must obtain background clearances for all personnel through Probation's Background Unit, including fingerprinting and FBI CJIS Security Addendum completion. Comprehensive insurance is required including Commercial General Liability, Automobile Liability, Network Security & Privacy Liability, Professional Liability, and Sexual Abuse and Molestation coverage, each at $1,000,000.
Evaluation comprises three phases: Phase 1 written response (500 points), Phase 2 presentation and interview (400 points), and Phase 3 cost proposal (100 points). Phase 1 criteria include firm background and qualifications (150 points), staffing (100 points), proposed services (150 points), outcomes measurement (75 points), and compliance with the County Model Contract (25 points). Five references are required, with at least three from comparable public sector entities. Questions are due October 13, 2026, before 3:00 p.m. Respondents must submit electronically via the County's eProcurement Portal and provide a valid UEI number, D-U-N-S number, and current California Secretary of State registration.
