About this opportunity
Texas State Technical College (TSTC) is requesting proposals for asbestos abatement services at the ACT Building in Waco, with proposals due July 3, 2026 at 3:00 p.m. CST and mandatory attendance at a pre-proposal conference and site walkthrough on June 18, 2026 at 11:00 a.m. CST — failure to attend disqualifies the response.
The scope encompasses comprehensive asbestos abatement at 3801 Campus Drive, Waco, including all labor, supervision, tools, supplies, equipment, job-related insurance, waste handling, transportation, disposal, and documentation to comply with federal, state, and local regulations. Bidders must propose the number of calendar days required to complete the project and account for mobilization, abatement work, inspections, waste disposal, closeout documentation, and final completion. Work is anticipated to start August 3, 2026.
Suppliers must hold all licenses, certifications, registrations, and authorizations required to perform asbestos abatement in Texas and ensure assigned personnel possess required qualifications and certifications. Proposals are evaluated on four criteria: Qualifications, Licensing, and Certifications (20 points); Relevant Asbestos Abatement Experience and References (20 points); Project Approach, Safety Plan, and Schedule (25 points); and Pricing (35 points). Bidders must provide a minimum of five project references, demonstrate prior experience with asbestos abatement projects of similar nature and scope, and disclose any violations from the Texas Department of State Health Services.
Pricing must remain firm for the period specified in the solicitation documents and must include complete cost coverage for labor, materials, equipment, insurance, regulatory compliance, transportation, disposal, and documentation. Questions are due June 26, 2026 at 3:00 p.m. CST via TSTC's Strategic Sourcing portal (https://texas-state-technical-college.public-portal.us.workdayspend.com/). All proposals must be submitted exclusively through the Strategic Sourcing portal. TSTC anticipates completing evaluations by July 10, 2026 at 5:00 p.m. CST. Prospective bidders should register early in the portal and direct registration or access questions to solicitations@tstc.edu.
