About this opportunity

Allegany College of Maryland (ACM) is soliciting competitive proposals for a turnkey solar photovoltaic system at Western Maryland Works in LaVale, Maryland, with written questions due November 13, 2026, at 4:00 p.m. Eastern and proposals due November 23, 2026, at 2:00 p.m. Eastern. No set-asides or preferences are identified in the solicitation.

Scope covers assessment, design, engineering, equipment procurement, installation, interconnection, commissioning, and closeout. The original grant-approved specification calls for 190.5 kW DC across three installations: Allied Health at 104.9 kW DC and two parking canopies at 29.0 and 56.6 kW DC. ACM intends to relocate these installations to Western Maryland Works, subject to MEA approval. Respondents must identify the proposed ownership structure (outright purchase, lease, power purchase agreement, or alternative) and price each structure separately. Each structure requires detail on financing, maintenance responsibilities, warranties, incentive eligibility, expected savings, and end-of-term obligations.

The anticipated not-to-exceed budget is $385,000, funded through a Maryland Energy Administration (MEA) FY2025 Higher Education Clean Energy Grant Pilot Program. Pricing must cover site analysis and design, permitting and interconnection, equipment and balance-of-system components, construction, commissioning and documentation, and project management with contingency. Proposals must state whether the full turnkey scope fits within $385,000 and list any exclusions or optional improvements.

Evaluation weights are technical feasibility and performance (30%), total cost and lifecycle value (30%), qualifications (20%), and schedule, warranties, and grant-compliance approach (20%). Site visits may be arranged by written request, with equal access for all prospective bidders. Proposals go to Vendor.proposals@allegany.edu with the subject line "Proposal - ACM Turnkey Solar Photovoltaic System - Western Maryland Works." ACM's Board consideration is anticipated December 7, 2026.

Award is contingent on available funding, ACM Board approval, MEA approval of the revised site and configuration, and execution of a written contract. No work or expenditure is authorized before a notice to proceed. ACM reserves the right to reject any or all proposals.
