About this opportunity

Allegany College of Maryland is requesting proposals for design/build services to convert a 6,180 square foot indoor, in-ground pool into a fitness center, with sealed bids due August 5, 2026 at 2:00 p.m., a mandatory pre-bid meeting on June 24, 2026 at 10:00 a.m., and questions due July 8, 2026 at 4:00 p.m. EST. Prevailing wages under Maryland DLLR requirements apply to bids at or above $250,000.

The scope is a complete turn-key design/build project including engineering, design, and construction services. Work encompasses pool filling with crushed stone, removal and replacement of aged HVAC equipment and controls, significant mechanical, electrical, and plumbing work, concrete work, drywall installation, construction debris removal, and final cleanup. The selected team will participate in early design phases with College stakeholders to establish project direction. Deliverables include development and 100% draft construction documents, stamped construction documents, construction commencement, and as-built drawings. The project is located at Allegany College of Maryland, Cumberland Campus, 12401 Willowbrook Road, Cumberland, Maryland.

Allegany College of Maryland anticipates proposals will range from $325,000 to $500,000, though respondents are encouraged to submit pricing reflecting scope and requirements. Performance and payment bonds, each in the amount of the full contract price with corporate surety approved by the College, are required. Monthly payments will be made based on percentage completion with five percent retained until project completion and final approvals.

Evaluation will be based on price, project experience, and general exclusions. Bid proposals must include project cost, preliminary project proposal, proposed scope, start date, weekly task descriptions, estimated substantial completion date, preliminary schedule, names and descriptions of all firms and project managers, list of past design/build project experience, percentage of projects completed within budget over the past three years, and past team experience. Three references for similar projects are required. Two add alternates are available: conversion of the wellness center into an athletic trainer office and conversion of a multi-purpose room into an Athletic Director Suite.

Opportunity text

Allegany College of Maryland is seeking proposals from qualified contractor/design teams to complete a design/build project to convert our approximately 6,180 square foot indoor, in-ground pool and surrounding space in our Physical Education Building into a new fitness center. As part of this project, the winning bidder will provide all drawings, specifications, and construction services for the project. This will be a "turn-key" project, in which the winning bidder will take the project from design through the completion of construction. Project will consist of engineering, design, and construction that will transform the current pool area into a spacious new fitness center for students, faculty, staff, and the community to enjoy as a year-round health and wellness space. The selected design/build team will work with stakeholders at the College in the early design phase in order to determine a clear direction for the project moving forward.
