The scope encompasses residential and commercial Aclara RF meter forms, MTU wireless field programming coils, DCU equipment with mounting hardware and antennas, and five material kits covering communication, electrical, fasteners, conduit/raceway, and maintenance/replacement parts. Estimated annual quantities range from 2 to 600 units depending on meter type and component. All meters and components must be accompanied by manufacturer test results prior to delivery.

The initial contract term runs from October 2026 through September 2027, with options to renew annually for up to three additional one-year periods. The contract may be canceled with 30 days' written notice if funds are not appropriated. Quoted unit prices shall remain firm during the initial contract period and must be F.O.B. Destination with freight prepaid and allowed. Price revisions may be considered annually upon renewal based on price indices or industrial standards, with supporting documentation required and subject to City acceptance.

Delivery must occur within five calendar days of the estimated lead time provided by the vendor, between 7:30 AM and 3:00 PM, Monday through Friday, at the Utility Operations Center located at 3027 N. Austin Street, Seguin, Texas. Award will be made to the bidder offering the best value based on price, quality, reputation, experience, past relationships with the City, and long-term cost considerations. Contractors must maintain comprehensive insurance coverage naming the City as an additional insured and provide an 18-month product warranty tied to the manufactured good through Aclara.
