The scope includes removing and replacing wood roofing shingles (37 squares of 6"x24" wedge-shaped shingles), exterior board and batten siding (180 pieces of 1x10 and 1x4 lumber), facia boards (19 pieces of 1x8 lumber), ramp decking, handrails, and support materials on the North Side and both East and West entrances, with Cypress wood preferred for durability. All labor, materials, site preparation, debris removal, and cleanup are included.
Bidders must submit detailed cost estimates separating labor and materials, a bid bond of not less than 5 percent of the total base bid, evidence of business licensure or incorporation, five professional references (if not previously contracted with Upson County), a valid W-9, and notarized non-collusive, contractor, and SAVE affidavits. The successful bidder must obtain performance and payment bonds each equal to 100 percent of the contract amount from surety companies licensed in Georgia and listed in Department of Treasury Circular 570, along with workers' compensation at statutory limits, commercial general liability with limits of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability with combined single limits of $1,000,000 from insurers rated A- or better by A.M. Best. Certificates of insurance must be provided within ten business days of award and before work commences. Payment is Net 30 upon inspection and approval by Phil Ellerbee, Upson County Facilities Director. Bids are firm for 90 days from opening; no withdrawal is permitted for 60 days after opening. Award will be made to the lowest responsive, responsible bidder demonstrating greatest overall value based on specification adherence, price, quality, contractor qualifications and past performance, completion date, and warranty provisions. Riley Construction was awarded the contract. Project start and completion dates are TBD.
