About this opportunity
The Vicksburg Tallulah District Airport Board is requesting sealed bids for access road and hangar parking lot rehabilitation at Vicksburg Tallulah Regional Airport in Tallulah, Louisiana, with bids due July 15, 2026 at 2:00 p.m. CST. Bidders must hold Louisiana Highway, Street and Bridge Contractor licenses under R.S. 37:2150-2164 — a mandatory qualification filter. The contract is subject to Davis-Bacon prevailing wage requirements and FAA Buy American preferences requiring domestically produced iron, steel, and manufactured goods unless FAA waives the requirement. A disadvantaged business enterprise (DBE) participation requirement under 49 CFR Part 26 applies.
The base bid scope includes mobilization, unclassified excavation (92 cubic yards), 12-inch reinforced concrete pipe installation (32 linear feet), aggregate surface course (185 square yards), storm drain piping, seeding, siltation control, and bonded fiber matrix application. An alternate bid addresses hangar parking lot rehabilitation with milling of existing asphalt pavement (310 tons) and placement of new asphalt concrete (totaling 2,360 square yards of pavement area). The contractor must commence work within ten days of receiving the Notice to Proceed and complete base bid work within fifteen calendar days, with an additional five days allowed for alternate bid work.
Bid bonds equal 5% of total bid amount; performance, maintenance, and payment bonds are each required at 100% of contract price. The project is funded through the FAA Airport Improvement Program (AIP). The pre-bid conference was held July 2, 2026 at 10:00 a.m. at the Airport Terminal Building. Contract documents and addenda are available at www.civcastusa.com. The Owner reserves the right to reject any or all bids and may hold bids for forty-five days after opening. Bids are not withdrawable for sixty days following the opening date.
