About this opportunity

The State of Wisconsin, through its Consolidated Agency Purchasing Services (CAPS) and on behalf of the Wisconsin Department of Veteran Affairs (WDVA), is seeking bids for an access controls system upgrade focused on the IDentiCard PremiSys system. The procurement encompasses hardware components including wireless and wired proxy card readers, system control boards, door mechanism components, and necessary installation hardware licenses. The primary implementation will begin at the Wisconsin Veteran Home at Chippewa Falls, with potential future expansions to five additional WDVA locations. A mandatory site visit is scheduled for Thursday, May 9th, 2024, at 10:30AM CT at the Chippewa Falls facility. The bid solicitation requires comprehensive software support, including annual software agreements, server and client access licenses, and system configuration capabilities. The server will be housed and maintained at the WVH-K location, with the overall procurement seeking a flexible solution that can be adapted across multiple veteran home facilities.

The solicitation does not explicitly outline specific set-aside designations or restrictions on vendor participation. The contract appears open to qualified vendors capable of providing comprehensive access control system components and support. The WDVA has explicitly stated there are no guaranteed minimum purchase quantities or contract cost commitments, which provides flexibility for potential vendors. The system upgrade will initially target the Chippewa Falls location but may expand to other Wisconsin Veteran Homes, including WVH-K, WVH-UG, SWVMC, NWVMC, and CWVMC. While no specific budget range is provided, the multi-site potential suggests a significant procurement opportunity. The bid is currently open, with proposals due by May 29th, 2024, and interested vendors must carefully review the full solicitation requirements and attend the mandatory site visit to be considered for the contract.
