About this opportunity

The Unified Government of Athens-Clarke County, Georgia, solicited proposals for individual stop-loss insurance covering its partially self-funded health insurance program for the 2023 plan year under RFP 01101, with proposals due November 4, 2022 at 2:00 p.m. ET. The solicitation received zero responsive or responsible bids and no award was made.

The scope encompassed individual stop-loss coverage with three attachment-point options: $200,000 specific stop-loss with $50,000 aggregating limit on a paid/12 basis; $250,000 specific stop-loss on a paid/12 basis; and $300,000 specific stop-loss on a paid/12 basis. Coverage was required across medical and prescription drug claims on all three medical/pharmacy plans (POS Traditional, POS Conventional, and QHDHP with HSA) for approximately 1,500 full-time employees and 400 retirees. Proposals were required to include a $0.98 per employee per month subsidy for a data warehouse vendor. All coverage was to be paid in 12 monthly installments with zero percent commissions.

The estimated contract value ranged from $1.5 million to $2.1 million. The contract term was 12 months with an option to extend for four additional one-year terms by mutual agreement. Addendum I, issued October 13, 2022, added Anthem health census data and stop-loss marketing information to support pricing development.

Proposals were evaluated on a past-performance, technical, and price trade-off basis: Understanding of Project and Technical Approach (100 points); Contract Price (100 points); Quality Assurance Control Plan (75 points); Project Team Management and Staffing Approach (50 points); Qualifications and Experience of Assigned Staff (50 points); and References and Reference Projects (25 points). Questions were due October 20, 2022. Offerors were required to comply with Georgia's E-Verify requirements and maintain comprehensive insurance coverage including workers' compensation, general liability, professional liability, and cyber liability.
