The scope encompasses construction of a skatepark, pump track, parking lot, new restroom building and shelter, art walls, shade sails, stormwater control measure features, pervious concrete, and pedestrian pavers, along with associated grading, stormwater infrastructure, utilities, erosion control, and plantings at the Academy Gibson Park site in Concord. The skatepark and pump track subcontractor must have completed five similar projects within the previous five years, with at least one in North or South Carolina. General contractors must provide three municipal references of similar scope and size and hold a valid North Carolina contractor's license.
Bids must be submitted on a lump-sum basis with a 5% bid security (cash, certified check, money order, or bid bond). A base bid with an 8% project contingency is required, along with unit prices for additional excavation, fill materials, and geotextile; cost allowances for painted art walls ($50,000) and shade sail structures ($80,000); and unit prices for benches and skate park/pump track construction. Performance and payment bonds equal to 100% of the contract amount are required. The contract term is 365 calendar days from Notice to Proceed, with work to commence within ten days of that notice. Liquidated damages are set at $1,000 per calendar day for failure to meet the completion date.
Insurance requirements include workers' compensation, general liability, automobile liability, and umbrella coverage with minimum limits of $500,000 to $2,000,000 depending on policy type. All work must comply with applicable federal, state, and local laws, including E-Verify requirements. The contractor is responsible for all permits, fees, utilities coordination, erosion control, traffic control, and dewatering measures. Questions and substitution requests are due by September 9, 2026. Contractors must register to bid by contacting Noah Shaver at shavertn@concordnc.gov.
