About this opportunity
Texas Health and Human Services Commission is requesting sealed bids on abstinence curriculum workbook products for independent school districts under IFB HHS0017831v2, with responses due September 2, 2026 at 10:30 a.m. Central Time. Questions closed August 21, 2026 at 10:30 a.m.; responses to questions were posted August 25 as an addendum.
The scope comprises comprehensive curriculum materials across four grade levels—"Choosing the Best JOURNEY" (high school), "Choosing the Best LIFE" (8th grade), "Choosing the Best PATH" (7th grade), and "Choosing the Best WAY" (6th grade)—each including classroom and district sets, student manuals, leader guides, teacher tool licenses, electronic student manuals, parent education materials, and related reproductive and sexual health curricula, plus facilitator training services for each grade level. All pricing must be firm and fixed for the contract term, covering labor, equipment, materials, supplies, and related expenses.
The historical monetary value for the prior contract year (October 1, 2025 through September 30, 2026) is $59,225.21, provided as a guideline without volume guarantees. Price adjustments are permitted only at HHSC discretion, tied to Consumer Price Index for Region VI or Federal Minimum Wage increases with proper documentation; contractors must immediately implement any available price decreases.
The contract term runs from award through August 31, 2027, with a one-year extension option at HHSC sole discretion. Service delivery is at HHS Region 4 in Richardson, Texas, Monday through Friday, 8 a.m. to 5 p.m. Central Time. Bidders must demonstrate a minimum of five years of relevant experience and provide three verifiable references for similar services within the last five years. All contractor personnel must pass comprehensive statewide Texas Department of Public Safety criminal and sex offender background checks prior to performing services, at contractor expense. Required insurance includes workers' compensation, commercial general liability ($1 million per occurrence), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). No HUB set-aside applies, though HUB Subcontracting Plans are encouraged if subcontracting exists. Award is contingent upon HHSC Executive Commissioner approval and may be single or multiple awards based on best value. Bids may be submitted in person at 1100 W. 49th Street, Austin, Texas, or electronically through the optional HHS Online Bid Room.
