About this opportunity
The Texas Health and Human Services Commission is soliciting competitive bids for abstinence curriculum workbook products and training services for independent school districts under IFB HHS0017831, with proposals due August 17, 2026 at 10:30 a.m. Central Time and a questions deadline of August 5, 2026.
The scope encompasses four curriculum series (Choosing the Best JOURNEY, LIFE, PATH, and WAY) available in classroom sets, district sets, leader guides, student manuals, teacher tool licenses, and electronic formats, plus parent education and reproductive health materials for grades 6–12. Training services include facilitator training for grades 6, 7, 8, and high school. Service locations are identified in Richardson, Texas within HHS Region 4. Both HHSC and the Department of State Health Services are entitled to use any contract awarded.
The contract term runs one year from September 1, 2026 through August 31, 2027, with an option to extend an additional year at HHSC's sole discretion. Historical spend for similar services totaled $59,225.21 for October 1, 2025 through September 30, 2026, though HHSC provides no guarantee of volume or compensation. Pricing must be firm, fixed prices submitted on Exhibit C and include all labor, equipment, materials, supplies, and related expenses.
Bidders must demonstrate minimum five years of relevant experience and submit three verifiable references. A Historically Underutilized Business Subcontracting Plan is encouraged but not required. Contractor personnel must pass background checks including statewide criminal and sex offender records prior to performing services. Required insurance includes workers' compensation with $1,000,000 employer's liability limits, general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability, professional liability, and umbrella coverage.
Awards will be made on best value considering bidder qualifications, ability to meet performance requirements, and price. All work product is owned exclusively by HHSC.
