About this opportunity

Buffalo Public Schools (BPS) is seeking qualified providers for an Absence and Substitute Teacher Management System through a Request for Bid (RFB) posted on March 25, 2025, with proposals due by April 18, 2025, at 10:00 AM. The procurement seeks software capable of comprehensively managing employee absences and substitute assignments, with specific requirements for integration with the district's existing Enterprise ERP (Tyler MUNIS version 2019.1) and MUNIS Time and Attendance Keeping (ExecuTime) systems. Vendors must demonstrate successful experience delivering absence management software to large, urban school districts, with the solution required to track employee absences from initial hire through position assignment. The software will primarily serve the Human Resources Department and must provide robust tracking and management capabilities for substitute teacher utilization. All offering specifications are available on the Buffalo Schools Bonfire procurement portal, and the contract term is set to expire on June 30, 2026.

The contract opportunity is not designated as a Service-Disabled Veteran-Owned Set Aside, and no specific restrictions on business entity participation are explicitly stated. The procurement covers Erie County and specifically targets Buffalo City, with no indication of incumbent vendors or prior similar contracts within the past five years. While no specific budget range is provided, the comprehensive nature of the system and integration requirements suggest a significant technology investment. The procurement is limited to the identified jurisdictions of Erie County and Buffalo City in New York State, with the contract ID 67e2820364e48c394d057e10. Potential bidders will need to demonstrate technical compatibility with existing district systems, particularly the Enterprise ERP and timekeeping platforms, as well as provide a robust solution for managing teacher absences and substitute assignments.
