About this opportunity

Alabama Bureau of Pardons and Paroles is soliciting quotes for lawn care and grounds maintenance at its Centreville Field Office, 1055 Birmingham Road, Centreville, Alabama, under a multi-year agreement, with responses due October 30, 2026. Suppliers must be registered in Alabama Buys and submit responses electronically through that portal. The subcontracting prohibition is a capability filter: the awarded contractor must perform all work with its own employees and resources.

Scope covers routine biweekly lawn maintenance during the growing season, winter and seasonal maintenance as needed, mowing, weed eating, edging, trimming, leaf collection, debris removal, and shrub maintenance. Bidders submit a firm, all-inclusive monthly price covering all labor, materials, equipment, and supplies within the approved scope, and no additional fees are permitted for in-scope work. Before service begins, the supplier must provide proof of liability insurance and all required state, county, and municipal licenses, and must coordinate the service schedule with the designated ABPP representative.

The total contract cost is capped at $25,000 over the entire authorized term, which may not exceed five years from the effective date. The maximum term will be set at award based on awarded pricing and anticipated usage, and the contract may be renewed annually by written agreement subject to the $25,000 cap. Service begins in November 2026. Monthly invoices are paid in arrears on Net 30 terms following service completion. Price escalation requests may be considered if material, labor, or other components significantly increase, with documentation; approved increases cannot exceed 5 percent of annual contract cost. The State reserves the right to conduct cost realism and price reasonableness analysis on all bids. Award is subject to available budgetary funding, and the agency must remain within its authorized budget when issuing a purchase order.

Site visits are permitted by arrangement with the contact person, Kim Ray. Specifications are attached to the opportunity, and the State's standard Quick Quote terms govern the contract, including Alabama governing law with venue in Montgomery, E-Verify compliance under the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, and the State's right to cancel for convenience.
