About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on behalf of the Maine Department of Transportation for above-ground storage tanks with dispensers to establish a Master Agreement Contract for use by MaineDOT and other State of Maine departments on an as-needed basis, with quotations due January 21, 2020.

The procurement covers single-compartment, double-wall steel self-contained above-ground storage tanks (AST) in capacities ranging from 4,000 to 12,000 gallons. Each tank must be equipped with a Gasboy Hi-Flow Model 9853KX dispenser or approved equivalent, submersible pump, remote fill, overfill valves, emergency vents, and rain hood with dispenser pan. All equipment must meet UL-142 and UL-2085 standards and comply with NFPA 30 and 30A standards.

The Master Agreement Contract runs from February 15, 2020 to February 28, 2021, with three optional one-year renewal periods extending through February 28, 2023. Pricing must include all labor, materials, delivery charges, and installation costs under FOB Destination terms; bids are exempt from federal, state, and local taxes upon provision of an exemption certificate.

The State reserves the right to award based on best value, considering product conformity with specifications, delivery dates, lifecycle operating and maintenance costs, and warranty data. Awards will be made to the lowest responsible bidder meeting or most closely meeting specifications. Vendors must demonstrate service facility availability preferably within a 75-mile radius of each regional headquarters in Maine and provide warranty terms covering parts and labor for one year following equipment delivery and acceptance.

Bidders must submit a detailed itemized quote on company letterhead, tank information sheets with technical drawings and pamphlets, warranty information, and all required appendices including bid cover page, debarment form, specification responses, certifications, and MaineDOT terms and conditions through the State of Maine's AdvantageME Vendor Self Service system.
