About this opportunity

Gwinnett County Board of Commissioners is requesting bids for inspection, repair, and rehabilitation services on 28 aboveground pre-stressed concrete tanks under annual contract with four optional 12-month renewal periods, with sealed bids due July 28, 2023 at 2:50 p.m. The County intends to award this contract to multiple independent contractors, with individual work orders awarded based on cost, resource availability, and service requirements.

The 28 tanks—17 for potable water and finished water, 11 for raw municipal wastewater and wastewater processes—are distributed across water production facilities, distribution system storage and booster stations, water reclamation facilities, and pump stations throughout Gwinnett County. Work scope includes tank inspection, non-destructive testing, maintenance, repair, and rehabilitation on an interior-only, exterior-only, or combined basis; each work order may encompass inspection only, repair only, or both. Multiple tanks at a single site must be completed in a single mobilization. Upon receipt of a Scope of Work from the Department of Water Resources, contractors must submit proposals within DWR's timeframe, including mobilization dates, work schedules with tank out-of-service durations, project progression narratives, and any requested substitutions or exceptions to technical specifications.

Estimated annual spending is $230,000. The initial contract term commences October 16, 2023, followed by four optional renewal periods. Pricing must remain firm for the initial term and any renewals unless percentage increases or decreases are specified and explained.

Qualifications require a minimum of 8 years' experience in repair and inspection of aboveground pre-stressed concrete tanks, including three completed projects in the past 5 years for repair work (minimum 3 million gallons, two in drinking water service, one in wastewater service) and three for inspection work (minimum 3 million gallons, at least one in drinking water and one in wastewater service). Personnel must include at least three employees trained in confined space entry and fall protection, project managers with minimum 5 years' pre-stressed tank experience (including 3 years in field), and superintendents with 8 years' pre-stressed tank repair experience (including 3 years as superintendent). A 5% bid bond and Performance and Payment Bonds up to $400,000 each are required. Insurance must include statutory workers' compensation, $1,000,000 commercial general liability, $500,000 auto liability, and $1,000,000 professional liability with A.M. Best ratings of A-V or higher for bonds and A-5 or higher for carriers. Labor rates, project manager and superintendent hours, and markups not to exceed 10% for parts, supplies, rental equipment, and subcontractors are subject to the bid schedule.
