About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for four above-ground fuel storage tanks with dispensers, each with 6,000-gallon capacity, for delivery to Fort Fairfield, Houlton, Waldoboro, and Washington, Maine, with quotations due September 8, 2021.
The tanks must be single-compartment, double-wall, steel self-contained units compliant with UL 142 and UL 2085 standards, NFPA codes, and the Uniform Fire Code, with a minimum 3-inch annular space insulation thickness and 2-hour fire rating. Each tank must be equipped with a Gasboy Hi-Flow Model 9853KX dispenser or approved equivalent, submersible pump, remote fill system, overfill valve, and emergency vent. The vendor must provide five business days' advance notice prior to delivery. All pricing must be quoted on an FOB Destination basis, including shipping and installation to each of the four delivery locations.
The contract will be governed by MaineDOT standard terms and conditions and includes a one-year warranty period from equipment delivery and acceptance. Liquidated damages of $100 per unit per day apply to delivery delays. The State reserves the right to make a single award or multiple awards if deemed in its best interest. Award will be based on best value considering product conformity to specifications, delivery timeframe, and lowest price among qualified bidders.
Quotations must be submitted electronically through the State's Advantage Vendor Self Service (VSS) system. Bidders must submit detailed specification response sheets, debarment certifications, equipment performance and warranty data, and technical drawings. Optional pricing is requested separately for a Veeder-Root TLS4C Automatic Tank Gauge system and a stainless steel fuel pump base platform. No best and final offers will be solicited; vendors must provide their best pricing in their initial submission.
