About this opportunity

The Maryland Department of Information Technology is requesting proposals for an abnormal license increase under its existing COTS 2012 master contract through a Purchase Order Request for Proposals (PORFP), with proposals due October 30, 2026 at 2:00 PM. This is a Small Business Reserve opportunity limited to current master contractors under contract 060B2490021; bidders must submit a Letter of Authorization and be authorized resellers for Abnormal AI Inc.

The scope expands license capacity for three Abnormal AI Inc. products: Inbound Email Security, Core Account Takeover Protection, and AI Security Mailbox, each requiring 25,000 additional licenses. Delivery is coterminous with the current master contract through October 16, 2027. Work is performed at 100 Community Place, Crownsville, Maryland.

Bidders must provide manufacturer's suggested retail price screenshots, estimated ship dates and lead times, and all licensing agreements and terms and conditions expected to be signed by the State. All software must be new, unused, and virus-free with no restocking fees permitted for returns due to damage or incorrect shipment. Proposed pricing must remain valid for at least 90 days following the due date. One-time pricing is billed within 30 days of acceptance; annual pricing is billed on contract anniversary dates. Invoicing is directed to doitfiscal.invoiceservice@maryland.gov.

Evaluation will consider price and other factors to determine the most advantageous offer to the State. The award basis is fixed-price.
