About this opportunity
Invest Atlanta, a public economic development agency for the City of Atlanta in Fulton County, Georgia, is issuing a Request for Proposals (RFP) to procure comprehensive abatement services for the 33 Pryor Street Parking Deck, a nine-story mixed-use facility encompassing approximately 283,117 square feet across seven above-grade levels and two below-grade parking levels. The scope of work includes asbestos abatement, mold remediation, and lead-based paint protection services. Qualified respondents must demonstrate a minimum of five years of abatement experience, maintain legal registration in both Georgia and the United States, employ at least one in-house licensed professional, possess adequate financial stability, and provide comprehensive insurance coverage as specified in Exhibit A, including general liability, automobile liability, workers' compensation, umbrella coverage, cyber liability, contractors' professional/pollution liability, inland marine insurance, and builder's risk insurance. Evaluation will be weighted 60 points for technical qualifications and 40 points for fee proposals, with the lowest cost proposal receiving the highest points within the competitive range. A mandatory pre-proposal site visit is scheduled for the week of November 24, 2025, with registration required by 5:00 p.m. on November 20, 2025. Written inquiries must be submitted electronically to heirsproperty@investatlanta.com by 5:00 p.m. on December 4, 2025, with responses to be published as an addendum by December 8, 2025. Sealed proposals are due by 5:00 p.m. on December 12, 2025, with anticipated contractor notification and award in mid-January 2026 and project work scheduled to commence mid-February through mid-May 2026 for both base scope and add-alternate full restoration work.
The RFP encourages diversity and equity participation through opportunities for certified Minority Business Enterprises (MBEs), Female Business Enterprises (FBEs), and Small Business Enterprises (SBEs) registered with the City of Atlanta. All contractors and subcontractors performing work in Georgia must maintain E-Verify compliance. No incumbent vendors or current contractors are identified in the procurement documents, and no specific award value or budget range has been disclosed in the available materials. Proposals must include detailed fee breakdowns for both base scope and add-alternates, with all costs to be inclusive of labor, materials, equipment, disposal, and subcontracted services. All work must comply with applicable EPA, OSHA, and Georgia state licensing requirements, and the contract will be finalized within 60 days of award.
