About this opportunity
Palm Beach County Engineering and Public Works Department is requesting sealed bids on roadway, drainage, and landscaping improvements on A1A from US 1 to Donald Ross Road (Project 2019805), with bids due September 2, 2026 at 2:00 p.m. The project carries a mandatory 17 percent Small Business Enterprise (SBE) subcontracting participation goal, with bidders unable to comply required to submit a waiver request with documented good faith efforts by the bid due date. A non-mandatory pre-bid meeting was held July 30, 2026; a pre-bid sign-in sheet and RFI form are available for ongoing inquiries directed to ENG-RoadwayBids@pbc.gov.
The scope spans 2,310 linear feet (0.437 miles) and includes construction of 21 drainage inlets, 10 drainage manholes, and approximately 3,500 linear feet of stormwater piping (8 to 36 inches in diameter); pavement overlay (1.5-inch mill and SP 12.5); sidewalk replacement per FDOT Index 522-001; retaining wall repair; riprap modification; turbidity and pollution control barriers; and littoral planting of 1,654 native plants (hibiscus, bacopa, canna, spikerush, iris, pickerel weed, arrowhead) across 550 cubic yards of compacted lake embankment. The project requires compliance with FDOT Standard Plans dated July 1, 2022; state and local water quality standards; traffic maintenance per current FDOT and Manual of Uniform Traffic Control Devices standards; and coordination with multiple utilities (AT&T, Crown Castle, Comcast, FP&L, FPUC) and the Town of Jupiter. Final design approval was January 30, 2026. Contractors must perform not less than 40 percent of the total contract amount with their own organization and register in the County's Vendor Self Service system prior to award. The contract includes optional incentive reimbursements for apprentice wages (up to $100,000 for contracts under $20 million) and hiring Glades area residents (up to $100,000 at 30 percent of new employee wages). All subcontractors must be certified by Palm Beach County by the bid due date; failure to submit properly executed OSBD subcontractor schedules when a mandatory SBE goal applies results in non-responsiveness. Contract documents are available through the Palm Beach County VSS website or in hard copy for $50. Addendum 1 has been issued; bidders must acknowledge receipt and incorporate all modifications. The Board of County Commissioners reserves the right to reject any or all bids.
