About this opportunity
Palm Beach County is requesting sealed bids on roadway and drainage improvements on A1A from US 1 to Donald Ross Road (Project 2019805), with bids due September 1, 2026 at 2:00 p.m., and a non-mandatory pre-bid meeting held July 30, 2026. The contract carries a mandatory 17% Small Business Enterprise (SBE) subcontracting participation goal under Palm Beach County's Small Business Development Program; all subcontractors and subconsultants must be SBE-certified by the due date to qualify toward the goal, and prime contractors must submit properly executed OSBD Schedules 1 and 2.
The scope encompasses drainage infrastructure and roadway improvements spanning 2,310 linear feet (0.437 miles) including 21 drainage structures with pipe sizes ranging from 8 to 36 inches, stormwater outfall modifications, sidewalk repairs, pavement overlay, and riprap and retaining wall restoration. Work includes clearing and grubbing, 3,031 square yards of baserock, 1,613 linear feet of 24-inch concrete pipe culvert and 833 linear feet of 30-inch concrete pipe, 360 linear feet of concrete curb and gutter, 1,718 square yards of sod, north and south littoral shelf improvements with native aquatic plantings, and contingency items such as storm sewer bypass pumping and brick sidewalk restoration. The contractor must comply with FDOT Standard Specifications for Road Construction FY 2024-25, NPDES water quality standards, Florida Statute 556.105 for underground gas pipeline protection, and dewatering permit requirements. All work is unit-price-based with mobilization and maintenance-of-traffic costs incorporated into unit prices. Contractors must register in the County's Vendor Self Service system prior to award, comply with E-Verify, and carry insurance naming Palm Beach County as additional insured.
The contract includes apprentice incentive payments (up to $100,000 reimbursement for contractors expending minimum $25,000 in apprentice wages) and Glades Resident Incentive payments (up to $100,000 reimbursement for 30% of new employee wages from the Glades area). Sealed bids will be opened August 18, 2026 at 2:00 p.m. at 2300 North Jog Road, West Palm Beach. Bids under $50,000 are exempt from bid bond requirements; bids between $50,000 and $200,000 may participate in the Bond Waiver Program by affidavit; all bids below $200,000 have public construction bond requirements waived. Contract documents are available through the Palm Beach County Vendor Self Service portal or in hard copy for a nonrefundable $50 fee. Addendum 1 has been issued. The Board of County Commissioners reserves the right to reject any or all bids.
