The scope comprises demolition and reconstruction of the tennis court per plans and specifications prepared by Mark Owen, P.E., dated May 14, 2026. Completion is required within 90 consecutive calendar days from Notice to Proceed. Bidders must hold an active Louisiana Contractors License; the license number must be displayed on the bid envelope and bid schedule for bids of $50,000 or more.

The designer's estimate is $260,000. A 5% bid bond is required. For contracts of $50,000 or more, a 100% performance bond is required; for contracts of $25,000 or more, a 50% payment bond and a 10% two-year maintenance bond are required. Monthly progress payments will be made with 10% retainage on projects under $500,000 and 5% retainage on projects of $500,000 or more. Liquidated damages of $240 to $400 per calendar day apply for contracts in the $50,000 to $100,000 range. Contractor-agents will be designated under Louisiana Revised Statute 47:301 for tax-exempt purchases of component construction materials.

Award will be made to the lowest responsive and responsible bidder based on price and criteria including quality of workmanship, timely completion history, financial resources, and specification compliance. Bids may be submitted in paper format to the City of Shreveport Office of the Purchasing Agent, Government Plaza-Suite 610, 505 Travis Street, Shreveport, LA 71101-3042, or electronically via BidNetDirect.com.
