Contractors must register in the System for Award Management (SAM) prior to bid submission and acknowledge all addenda through the Addendum Verification Form, with no hard copy submissions accepted. Prevailing wages apply under the Davis-Bacon Act, and compliance with federal labor standards, safety regulations, and nondiscrimination requirements is mandatory.
