About this opportunity
The State of Maine Division of Purchases is requesting sealed bids for 9 x 12 business reply envelopes for Ellsworth, with bids due July 2, 2008. In the event of tied bids with equal price, quality, and availability, preference will be given to in-state bidders or those offering commodities produced or manufactured in Maine.
Bidders must submit separate unit prices for each item as specified. Awards will be made on an item-by-item or group basis as determined in the State's best interest to the lowest responsible bidder offering the best value, evaluated on quality, conformity to specifications, delivery date, and ultimate cost. Bidders may propose alternate commodities with equivalent quality and performance, provided complete descriptive literature is submitted. Cash discounts of 20 days or more will be considered in determining the low bidder; discounts under 20 days will not be considered.
All pricing must include transportation charges, freight, and delivery costs unless otherwise specified. The State is exempt from Federal and Maine State Sales and Use Taxes and should not have these taxes included in bids. Sealed bids and electronic responses must be received prior to the specified opening date and time at the Division of Purchases, 9 State House Station, 111 Sewall Street, Augusta, Maine; late submissions will not be considered.
The contract carries a maximum initial term of three years, with the State Purchasing Director retaining the right to extend the contract period beyond the initial expiration date subject to contractor consent. An overrun not to exceed 3% is permitted. The State reserves the right to reject any or all bids and waive formalities or technicalities. Vendor past performance may be considered as a factor in the award decision.
