About this opportunity
The City of Norwich, Connecticut is soliciting bids for the 9 Dupont Lane Rehabilitation Project (RP1531), a residential rehabilitation and lead-hazard control job funded through the city's Property Rehabilitation Program and the HUD Lead Based Paint Hazard Control in Priority Housing Program. A pre-bid conference is set for November 6, 2026 at 10:00 a.m. at the project location, with attendance recommended, and bids are due November 13, 2026 at 4:00 p.m. through the city's online bidding portal.
Eligibility requires contractors to be registered Connecticut home improvement contractors and, where applicable, licensed lead abatement contractors. Contractors may hold no more than two active contracts under either the Lead or Rehabilitation program, and new contractors are limited to one contract until successful completion of a project is documented.
Scope covers roofing replacement, window installation, lead abatement, and exterior encapsulation or soil work, with the contractor responsible for all permits and a pre-abatement inspection before construction. Exterior encapsulation and soil work that cannot proceed in winter must be completed by May 30. The project must be finished within 10 calendar days of notice to proceed, with weather and other excusable delays permitted. The bid package sets allowances of $1,200 per exterior door and $225 per interior door, including casing and hardware.
The source does not state a contract value in the notice itself. Payment issues upon program management approval following inspection, with contractors allowed a minimum of 15 days for payment processing. Connecticut State Sales and Use Tax does not apply. The city may award to other than the low bidder if deemed in its best interest.
Vendor questions are due November 9, 2026 at 4:00 p.m. EST. Bids will be opened and read aloud on November 13, and no bidder may withdraw within 60 days of the opening. Inquiries go to Karl Klein at 860-823-3706 or kklein@cityofnorwich.org.
