About this opportunity
The Municipal Authority of the Borough of Midland is procuring construction services through two separate sealed bid contracts for the 8th Street Tank Improvements project located in Beaver County, Pennsylvania. Contract No. 2026-01 covers general and mechanical construction work with an engineer's estimate of $1,500,000, while Contract No. 2026-02 addresses electrical construction work with an engineer's estimate of $84,178. The project scope includes comprehensive improvements to water storage tank infrastructure encompassing a 1.5-million-gallon tank and a 0.5-million-gallon tank, specifically involving tank exterior and interior blasting, cleaning, and repainting; installation of access hatches, ladders with safety cages, and OSHA-compliant handrails; installation of a GS-12 Gridbee aeration and mixing system with two blowers and two aerators; concrete foundation repairs and waterproofing; and electrical system upgrades including a 75 KVA transformer, 200-amp distribution panel, disconnect switches, and direct-buried conduit trenches. The project is expected to have a construction duration of 120 calendar days with substantial completion required within 120 days and final completion within 150 days after the contract commencement date. Sealed bids were required to be submitted electronically via the PennBid Program (pennbid.bonfirehub.com) by Monday, March 2, 2026, at 9:00 A.M. local time, with all bidding documents available for download at no cost through the designated website. Bidders must comply with prevailing wage requirements as determined by Pennsylvania's Department of Labor and Industry, the Public Works Employment Verification Act (Act 127 of 2012), and the Steel Products Procurement Act requiring all steel to be manufactured in the United States.
Bid security in the form of a penal sum bid bond equal to 10 percent of the maximum bid price is required, along with performance and payment bonds equal to 100 percent of the contract price and an 18-month warranty bond. Retainage of 10 percent applies to progress payments until the project reaches 50 percent completion, after which it reduces to 5 percent, with liquidated damages assessed at $1,000 per day for failure to achieve substantial completion and $600 per day thereafter until final completion. All bids remain valid for 90 days after the bid opening date, and the owner reserves the right to reject any or all bids submitted and to waive any informality in bids received. Contractors must coordinate with utilities including Peoples Natural Gas Company LLC and Duquesne Light Company in accordance with Pennsylvania's Underground Utility Line Protection Law (Act 287 of 1974 as amended by Act 50 of 2017). The procurement documents do not specify set-aside designations for disadvantaged enterprises or restrictions on bidder type, indicating this is an open competitive solicitation available to qualified general and electrical contractors capable of meeting the technical and compliance requirements outlined in the bid specifications.
