About this opportunity

The California Department of Toxic Substances Control (DTSC) is soliciting bids for Biomedical Monitoring Services across multiple California locations including Sacramento, Berkeley, Clovis, Chatsworth, Cypress, El Centro, and San Diego. This procurement seeks to establish four separate contracts for occupational medical care services for DTSC field staff, with a focus on comprehensive medical examinations, biological monitoring, and health surveillance for employees exposed to hazardous conditions. Required services include comprehensive physical examinations, specialized testing such as audiometry, blood work, spirometry, and chest x-rays, along with medical certifications and documentation. Key procurement dates include April 15, 2016 for question submissions, April 21, 2016 for answer postings, and May 5, 2016 as the bid due date, with a contract start date of July 1, 2016. Contractors must be licensed medical facilities with board-certified physicians and must provide services within a 25-mile radius of each DTSC office location, adhering to strict confidentiality and documentation requirements outlined in the Invitation for Bid (IFB) I-1516-06.

The procurement includes a 3% Disabled Veteran Business Enterprise (DVBE) participation requirement, which provides some set-aside considerations for qualifying businesses. The contract term is three years with an optional one-year renewal, and anticipated contract amounts vary by region: $330,000 for Sacramento, $150,000 for Berkeley, $50,000 for Clovis, and $330,000 for Southern California regions. Potential bidders must meet comprehensive qualifications, including maintaining proper medical licensing, having board-certified physicians, and demonstrating capability to provide full-spectrum occupational medical monitoring services that comply with Title 8 CCR, 29 CFR, and California Labor Code requirements. The procurement appears to be seeking multiple contractors to establish a comprehensive network of occupational medical care providers capable of serving DTSC field staff across different geographic regions of California, with a total potential contract value approaching approximately $860,000 across the identified locations.
