About this opportunity

The Pennsylvania Department of Human Services is seeking a contractor to provide comprehensive vision services for the Loysville Youth Development Center's North Central Secure Treatment Unit (NCSTU) located in Danville, PA. The procurement covers vision services, including comprehensive eye exams, frames, lenses, and repair services for facility residents. The contract will be awarded to the lowest responsible and responsive bidder, with a five-year term anticipated to begin July 1, 2020, and conclude on June 30, 2025. Bidders must submit electronic bids by May 8, 2020, at 11:00 AM, and are required to provide firm pricing for all contracted years. Key requirements include submitting a current license for the optometrist with the bid response, and completing mandatory attachments such as the Lobbying Certification Form and vendor contact information. All questions regarding the bid must be submitted in writing to Merry Mitchell, Procurement Specialist II, at RA-PWBIDQUESTIONS@pa.gov, with technical questions to be directed to the same email address.

The solicitation covers jurisdictions including Dauphin County, Montour County, and Harveys Lake Borough, though the specific service location is the Loysville Youth Development Center. No specific set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned in the documents. The procurement applies to vision services for youth in a secure treatment unit, suggesting potential limitations on vendor qualifications due to the specialized environment. Quantities are noted as estimates that may increase or decrease based on facility needs. While no specific budget range is provided, the five-year contract duration indicates a potentially substantial ongoing commitment. The bidding process requires electronic submission through the Pennsylvania Supplier Portal, with vendors needing to complete various mandatory forms including the Lobbying Certification, a Statement of Work, and provide proof of the optometrist's current license. Failure to submit the bid as described may result in rejection as a non-responsive bidder.
