About this opportunity

The Pennsylvania Department of Human Services (DHS), Bureau of Juvenile Justice Services (BJJS), South Mountain Secure Treatment Unit (SMSTU) is seeking a contractor to provide comprehensive outpatient medical services for adjudicated juveniles at their facility located in South Mountain, PA. The procurement is specifically for medical services that include, but are not limited to, Emergency Room, Imaging, Cardiology, Laboratory, Pathology, Cardiac Rehab, Anesthesia, Endoscopy, and One Day Surgery departments. Services will be reimbursed at Medical Assistance (Medicaid) rates, with contractors having the option to specify a percentage adjustment to facility gross charges through a required MA Rate Acceptance Certification. The solicitation (IFB number 6100052213) was originally posted on April 16, 2021, with the bid response deadline extended to June 2, 2021, at 2:00 PM. All bid submissions must be made electronically through the Pennsylvania Supplier Portal, and vendors must be registered on the system to participate. Interested contractors must carefully review all bidding documents, including the Electronic Bidding Procedures and General Instructions to Bidders.

The procurement appears to be open to all qualified medical service providers without specific set-aside designations for disadvantaged enterprises. Bidders must be registered in the Commonwealth's vendor master file and capable of providing comprehensive outpatient medical services at Medicaid rates. No specific incumbent vendors or existing infrastructure details are provided in the available documentation. While the exact budget or award value is not explicitly stated, the scope suggests a potentially significant contract for medical services to a juvenile treatment facility. The Commonwealth reserves the right to reject any and all bids and to award the contract based on the lowest responsible bidder. Potential contractors should note that they will be evaluated on their ability to meet the specified medical service requirements, compliance with Medicaid rate structures, and adherence to the electronic bidding procedures outlined in the solicitation documents.
