About this opportunity
The Virginia Department of Transportation is soliciting bids for its 2027 Plant Mix primary and secondary resurfacing project, with bids due November 18, 2026 at 10:00 a.m. through the Bidx electronic bidding system. Prequalification is required, and all questions must be submitted through the Contractors Advertisement Bulletin Board (CABB). The listed jurisdictions are Appomattox County and Strasburg Town, but the attached bid document describes routes in Augusta County within the Staunton District.
Work covers approximately 10,745.32 tons of asphalt concrete, 97,745.13 square yards of flexible pavement planing, roughly 82,000 linear feet of pavement markings, tack coat, and rumble strip installation across multiple routes. The project is federal-aid, carrying federal project number PM08471 and state project number PM8D-007-27F, P401. Davis-Bacon prevailing wages apply, ranging from $13.13 per hour for flaggers to $27.38 per hour for structural ironworkers, plus fringe benefits. Contractors must also comply with FHWA-1273 provisions, drug-free workplace and equal employment opportunity requirements, and section 106 environmental compliance. Flagger certification is required.
A five percent bid bond accompanies all proposals. Joint ventures must document each party's responsibility and capacity pledge, and subcontractor and supplier solicitation documentation and vendor surveys are required with all bids.
Completion is due November 19, 2027, and award must occur no later than 60 days after bid opening. The contract includes optional fuel and asphalt price adjustments and combined quality pay adjustments for asphalt content, field density, and rideability. Regular planing must be paved back within 24 hours, and performance planing within 96 hours, with a $5,000 daily disincentive for non-compliance.
Addendum SP108-000200-01, dated October 16, 2026, replaces Lane Closure Coordination specification SP801-000100-01 with SP108-000200-01. Contractors must designate trained individuals who can enter work-zone information weekly into VDOT's LCC and LCI system and who can speak, understand, read, and write English and operate a computer. Closure requests are due by 8:00 a.m. on the Thursday before the planned closure. Contractors must notify the District Traffic Operations Center 45 to 15 minutes before installing closures and within 15 minutes after reopening lanes. Lane closure coordination costs are included in other bid items. The addendum lists bid deadlines of October 28, 2026 and November 18, 2026.
