About this opportunity
The Department of Human Services (DHS), Warren State Hospital (WSH), is seeking a contractor to provide scheduled calibration and maintenance services for Solidyne Control panels controlling boiler operations at their facility located in Warren, PA. The procurement is a competitive bid solicitation for comprehensive boiler maintenance, requiring twice-annual scheduled services and responsive unscheduled service calls. Key deliverables include performing maintenance on boiler control systems, with contractors required to submit a Discount Form for parts and potentially offer percentage discounts off standard pricing. Bid submissions were due electronically by February 14, 2020, at 10:00 AM, with mandatory submission requirements including a completed Invitation for Bid (IFB), responses to mandatory attributes, Discount Form, and Lobbying Certification Form. Evaluation criteria focus on selecting the lowest and most responsive, responsible bidder. The anticipated contract term is from March 1, 2020, through February 28, 2025, spanning five years or until full contract execution.
No specific set-aside designations or restrictions on vendor types were explicitly mentioned in the procurement documents. The solicitation appears open to qualified maintenance service providers capable of meeting technical specifications for boiler control panel maintenance. While no incumbent vendor was identified, the contract includes provisions for parts billing at supplier cost and potential percentage discounts to improve selection opportunities. Technical questions could be directed to Craig McKillip, Utility Plant Operator, and procurement inquiries to Merry Mitchell, Procurement Specialist. The contract quantities are estimated and may fluctuate based on facility needs. Although a specific budget range was not provided, the comprehensive maintenance scope suggests a moderate-value contract focusing on critical infrastructure support for the Warren State Hospital's boiler systems.
