About this opportunity

California Department of Forestry and Fire Protection is soliciting bids for fire alarm and sprinkler system monitoring, inspection, testing, maintenance, and certification services at the CAL FIRE Training Center (CFTC) Ione Unit, with bids due September 19, 2026 and a mandatory site walkthrough on September 8 at 9:00 a.m. This procurement is restricted to California Certified Small Businesses only — a set-aside that gates all responses.

The scope spans preventive maintenance, repair, technical support, testing, certification, and technician reporting for an existing fire alarm system and fire sprinkler system. Services include annual fire alarm system testing and inspection, one-time battery replacement, annual fire alarm training, annual fire sprinkler system inspection, testing, maintenance and certification, quarterly valve and fire department connection inspections, five-year fire sprinkler system maintenance and testing, annual pressure reducing valve testing, annual emergency lighting and exit sign testing, and one-time fire and smoke damper inspection and certification. Work is performed Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding state holidays, at 4501 State Highway 104, Ione, California.

Bidders must hold a current, active Alarm Company Operator license from the Department of Consumer Affairs, a C-10 Electrical Contractor's license, a C-16 Fire Protection Contractor license from the Contractors State License Board, and Public Works registration with the Department of Industrial Relations. All work must comply with prevailing wage requirements with certified payroll records submitted with each invoice.

The contract term runs October 19, 2026 through October 18, 2029 (three years). The actual contract amount is not specified and will be determined by the lowest responsive bidder's pricing; a 10 percent contingency for scheduled and emergency repairs is included in the total three-year agreement cost. Bidders must submit rate sheets with unit prices across three service tables plus repair labor rates. A Payment Bond equal to 100 percent of the total contract price is required if the contract exceeds $25,000. General and Commercial Liability Insurance of not less than $1 million per occurrence, Worker's Compensation Insurance with Waiver of Subrogation, and Commercial Automobile Insurance of not less than $1 million are mandatory. Questions are due September 10, 2026. Prospective contractors must contact Irina Yevseyev at irina.yevseyev@fire.ca.gov by 2:00 p.m. on September 4 to confirm site walkthrough attendance.
