About this opportunity

The Michigan Department of Technology, Management & Budget is requesting proposals for operation and maintenance services at the Ott/Story/Cordova Superfund Site remediation facility in Muskegon, Michigan, with proposals due September 10, 2026, and a mandatory pre-proposal meeting and site walk-through on July 22, 2026.

The scope encompasses comprehensive O&M of a groundwater extraction and treatment system serving a former organic chemical manufacturing site, including seventeen extraction wells, a groundwater treatment facility with two 450-gallon-per-minute treatment trains, site monitoring systems, effluent lines, and an on-site laboratory. Services include system operations, inspections, routine maintenance, sampling, spare parts and consumable procurement, utilities management, and waste removal and disposal. The contractor must maintain uninterrupted and efficient facility operations in accordance with a detailed Operations and Maintenance Manual that specifies over 100 alarm conditions and response protocols for SCADA monitoring systems, treatment equipment, chemical injection systems, and tertiary treatment processes. Key personnel must include a full-time Operations Manager holding a Michigan Class A wastewater treatment operator license, a full-time laboratory chemist with a bachelor's degree in chemistry and 5–7 years of experience, full-time facility operators, a Report Administrator, and part-time safety manager support.

The contract is structured as a not-to-exceed billable-rate professional services agreement with fixed monthly lump-sum payments for general operations and labor, while reimbursable expenses (chemicals, sludge disposal, off-site analytical fees, utilities) are compensated at actual cost with no markup. Professional billing rates must include all overhead; no markup of sub-consultant fees is permitted. The contract term is twelve months with up to two additional single-option years. Evaluation is 80% technical and 20% cost. The contractor must carry Commercial General Liability ($1,000,000 each occurrence/$2,000,000 aggregate), Professional Liability/Errors and Omissions ($1,000,000 each occurrence/$2,000,000 annual aggregate), Environmental and Pollution Liability ($1,000,000 each occurrence/$2,000,000 annual aggregate), and Workers' Compensation insurance. Proposals must include signed Certification of Michigan Based Business and Responsibility Certification forms and be submitted electronically through the State of Michigan Procurement System (SIGMA VSS). Questions are due August 5, 2026. Award recommendation is expected within thirty days of the proposal due date.
