About this opportunity
The State of Michigan Department of Technology, Management and Budget, State Facilities Administration, Design & Construction Division is soliciting sealed electronic bids for environmental remediation and site restoration work at the Union at Midtown Site located at 4808 Cass Avenue, Detroit, Wayne County, Michigan in coordination with the Michigan Department of Environmental Quality. The procurement encompasses the removal, cleaning, and disposal of up to six 1,000-gallon underground storage tanks; excavation and disposal of approximately 1,000 tons of petroleum-impacted soils; dewatering and disposal of up to 5,000 gallons of impacted excavation liquids; placement and compaction of 1,000 tons of MDOT Class 2AA sand backfill; and site restoration including replacement of sidewalk, curb, and gutter. The project requires mobilization and demobilization, site preparation with traffic and erosion controls, and full compliance with federal, state, and local environmental laws including RCRA regulations and OSHA requirements. Electronic bids were due on February 28, 2018 at 2:00 p.m. local time, with a mandatory pre-bid conference and site tour held on February 14, 2018 at 9:30 a.m. at Wayne State University. Questions were accepted until February 19, 2018 at 5:00 p.m., and project documents were available through the Michigan SIGMA system. Evaluation of bids will be based on responsiveness and responsibility, considering compliance with specifications, financial resources, technical capabilities and experience, past performance, insurance and bonding capacity, and business integrity, with best value determined primarily by the lowest responsive and responsible bid for contracts under $250,000.
Bidders must submit a 5% bid guarantee in the form of a certified or cashier's check or bid bond, and performance and payment bonds are required for all bids exceeding $50,000. A 10% preference is provided to Qualified Disabled Veteran (QDV) bids in determining the official low responsive bid. Bids exceeding $100,000 require completion of the Certification of Michigan Based Business form. All bidders must acknowledge receipt of all addenda issued during the bidding period and comply with prevailing wage rates for Wayne County commercial projects as detailed in the specifications. The contract duration is 30 calendar days from the date of Notice-to-Proceed, with liquidated damages assessed at $2,000.00 per calendar day for delays beyond substantial completion. All costs for permits, sampling and analysis for disposal characterization, dewatering, equipment decontamination, and related incidental items are the contractor's responsibility and must be included in the bid price. No specific budget range or award value was disclosed in the available contract documents.
