About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Natural Resources (DNR), is procuring professional architectural and engineering design services through a Request for Proposals (RFP) for the Manistique Fire Shop Garage at Wyman State Forest Nursery in Sanilac County. This procurement seeks Phase 500 Final Design services for a 64' x 72' x 16' heated garage facility designed to store fire vehicles with minor maintenance capabilities, including four 12' x 14' garage doors, a 10' x 10' office space, an 8' x 10' bathroom, and a 20' x 10' fire cache for equipment storage. Qualified firms must provide comprehensive design services encompassing topographic surveying, soils evaluation and geotechnical reporting, Soil Erosion and Sedimentation Control (SESC) plan development, utility assessment (septic system, domestic water, electrical, and natural gas), permit applications and approvals from LARA and EGLE, contract document development, cost estimates at 50% and 90% design completion, and construction administration services. Deliverables must include all necessary materials testing, special inspections, site development plans with concrete aprons and gravel drives, a graphic bar-chart schedule, documented project meetings with agendas and minutes, and compliance documentation for all applicable codes and regulations. The evaluation will be conducted by an Ad Hoc Advisory Committee using an 80% technical and 20% cost weighting formula, with proposals submitted electronically through the State of Michigan Procurement System (SIGMA VSS) by 2:00 p.m. Eastern Time on August 4, 2022. A mandatory pre-proposal meeting was held on July 19, 2022, at 8:30 a.m. via Microsoft Teams, with written questions due by July 26, 2022, at 3:00 p.m. Eastern Time. Contract award recommendations are expected within thirty days following the proposal due date, with design completion targeted for late fall 2022, bidding in early winter 2022, and construction commencing in spring 2023.
Respondents must submit a Certification of a Michigan Based Business and a Responsibility Certification as part of their proposals and demonstrate experience with similar projects. Compensation will be structured as a not-to-exceed billable rate plus reimbursables, with hourly rates for staff classifications required in accordance with the Sample Standard Contract for Professional Services. Reimbursable expenses are permitted for printing, reproduction, soil borings, surveys, laboratory testing, and travel expenses for distances exceeding 100 miles one-way at state-approved mileage rates, with a markup not to exceed 5 percent on reimbursable expenses and consultant services. Professional firms must maintain Commercial General Liability Insurance ($1,000,000 each occurrence) and Professional Liability/Errors and Omissions Insurance ($1,000,000 each occurrence/$2,000,000 aggregate) and comply with all applicable federal standards administered by EPA, OSHA, and DOT, as well as state regulations from DCH, EGLE, DNR, and MIOSHA. No specific construction budget or award value has been established at the time of the RFP issuance. All project deliverables, including reports, bidding documents, contract documents, and electronic data, become the property of the State upon completion, and the professional may not use contract documents for purposes that misrepresent services provided. The project is located at 480 N Intake Park, Manistique, Michigan 49854, on state property.
