About this opportunity
The State of Michigan Department of Natural Resources, in conjunction with Otsego County, is procuring construction services for the Historic Pavilion Replacement project at Onaway State Park located at 3622 North M-211 in Onaway, Michigan. The project involves the construction of a new partially open/partially enclosed, unheated pavilion structure containing 2,537 square feet of covered area in the day use area of the park, including concrete foundation, concrete masonry units, pre-engineered roof trusses, clad wood windows, wood siding and trim, asphalt roof shingles, interior finishes, minor mechanical, electrical, and plumbing systems, a new water well, a new septic system, and associated site work. Three bid alternates are available: Alternate #1 for a masonry fireplace with flashings and crickets ($10,000 cash allowance); Alternate #2 for a water well including drilling, piping, electrical wiring, and a pressure tank; and Alternate #3 for a complete septic system including a 1,400 square foot raised bed septic field, 2,000 gallon precast concrete septic tank, effluent grinder pump, and distribution box. The mandatory pre-bid conference and site tour was scheduled for Thursday, August 15, 2019, at 11:00 AM local time at Onaway State Park. Electronic bids were due Wednesday, August 28, 2019, at 2:00 PM Eastern Time through the SIGMA VSS website via www.Buy4Michigan.com. Questions were to be submitted by 5:00 PM Eastern Time on Wednesday, August 21, 2019. Contract time for substantial completion is 140 calendar days from the Notice-to-Proceed, with final completion required within 224 calendar days. Liquidated damages are assessed at $500 per day for substantial completion delays and $300 per day for final completion delays. Addendum #1 rescheduled Substantial Completion to June 15, 2020, and Final Completion to July 3, 2020. Bidders must demonstrate Michigan business status and are evaluated based on responsiveness, responsibility, and best value criteria, including compliance with bid specifications, financial resources, technical capabilities, experience, past performance, insurance and bonding capacity, and business integrity.
The procurement includes a Qualified Disabled Veteran (QDV) preference designation, which provides a ten percent bid reduction for evaluation purposes if the QDV bidder meets contract requirements. A mandatory five percent bid guarantee in the form of a certified check, cashier's check, money order, or bid bond is required with each submission, and performance and payment bonds are required for all bids exceeding $50,000. Post-bid submittals from the apparent low bidder must include an Experience Modification Rating (EMR), project superintendent qualifications, and references for at least three similar projects completed within the last three years. The project is funded through the State of Michigan with Funding Code 1830, and best value evaluation for contracts under $250,000 will primarily be based on the lowest responsive and responsible bid. The base bid includes a $10,000 contingency allowance. Project management and engineering services are provided by Sanders & Czapski Associates, PLLC (architecture, landscape architecture, and historic preservation) located at 109 South Front Street, Suite 210, Marquette, Michigan 49855, and Rhoades Engineering (mechanical and electrical consulting engineers) located at 4801 Henry Street, Muskegon, Michigan.
