About this opportunity
This is a sealed bid procurement issued by the Michigan Department of Natural Resources (DNR) for mechanical system upgrades at the Escanaba Field Office located in Gladstone, Michigan (Delta County). The project scope requires the furnishing and installation of two 95% efficient natural gas modulating boilers (Weil-McLain Evergreen-299 or approved equal), a 10-ton dual circuit air conditioning coil air handler with economizer and hot water coil, re-use of an existing Carrier 10-ton R410A outdoor condenser unit, and all associated piping, ductwork, electrical connections, controls, and materials necessary for complete system installation. Additional work includes removal of the existing HVAC system, flushing of boiler system piping, and comprehensive testing and balancing of the new air handler and economizer. Bids must be submitted sealed to the DNR Procurement Services Section at Constitution Hall, 525 W. Allegan Street, Lansing, Michigan 48933, with the bid opening scheduled for Wednesday, June 6, 2018 at 2:00 p.m. EST. Prospective bidders may submit questions until Friday, June 1, 2018 at 5:00 p.m., and site visits are highly recommended, with contact information available through Jason Peterson (906-236-9138) or Tim Melker (906-226-2098). The contract completion deadline is thirty (30) calendar days after execution. Contractors must comply with Michigan prevailing wage requirements under Public Act 166 of 1965 for classifications including boilermakers, carpenters, electricians, plumbers, pipefitters, HVAC technicians, laborers, and heat and frost insulators, and must carry Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence, with the State of Michigan named as an additional insured, and maintain Worker's Compensation coverage with statutory limits.
Michigan business preference is available to contractors with principal operations located within the state, and Qualified Disabled Veteran (QDV) preference is available to those meeting specific requirements including submission of DD 214 proof of service and Veterans Administration rating decision letters demonstrating disability and 51% QDV ownership. The original bid security requirement of 5% was subsequently removed via Addendum No. 1 issued on May 31, 2018, which bidders must acknowledge by returning two signed hard copies with their bid submission. Performance and payment bonds are required for bids exceeding $50,000, and all bids must remain open for acceptance for a minimum hold period with no bid withdrawals permitted within forty-five (45) calendar days after the opening date. Contractors must obtain all necessary permits and comply with federal, state, and local laws including MIOSHA safety requirements, environmental protection regulations, and soil erosion and sedimentation control standards.
