About this opportunity
The state of California is seeking a professional consulting firm to develop a comprehensive Vehicle Miles Traveled (VMT) Mitigation Bank/Exchange Implementation Plan for the Bay Area. This procurement (Solicitation 74A1711) requires a detailed strategy and recommendations for establishing a VMT mitigation system, with key objectives including legal framework development, fiscal structuring, and mitigation transaction accounting. The project's primary deliverables will encompass a comprehensive report detailing legal considerations, a fee-based mitigation investment structure, monitoring program design, and project prioritization criteria. Critical components include designing an equitable approach to community engagement and developing a robust system for tracking and validating mitigation investments. The solicitation requires respondents to submit a detailed proposal addressing complex technical and administrative elements of the VMT mitigation system. Proposals are due by October 29, 2025, with the contract anticipated to be awarded shortly thereafter. Respondents must provide commercial general liability, automobile liability, workers compensation certificates, and professional liability documentation.
The procurement does not specify specific set-aside designations for disadvantaged business enterprises, and no explicit restrictions on organizational types are noted. Insurance requirements include commercial general liability, automobile liability certificates, workers compensation, and a waiver of subrogation. While no incumbent vendors are mentioned, the solicitation suggests a comprehensive systems approach that will require sophisticated understanding of transportation policy, environmental mitigation strategies, and financial modeling. Though a specific budget range is not explicitly stated, the complexity of developing a Bay Area-wide VMT mitigation system implies a substantial investment of resources. Potential respondents should possess advanced capabilities in policy analysis, financial modeling, community engagement strategies, and regulatory compliance, with demonstrated experience in transportation planning and environmental mitigation frameworks. The project represents a significant opportunity for consulting firms with expertise in sustainable transportation policy and innovative mitigation strategies.
