About this opportunity
The Commonwealth of Virginia Department for the Blind and Vision Impaired (DBVI) is requesting proposals for comprehensive janitorial and housekeeping services across multiple facilities, with proposals due July 17, 2026 at 2:00 p.m. EST and mandatory attendance at a pre-proposal conference and multi-facility site visit on June 18, 2026 at 8:00 a.m. at 397 Azalea Avenue, Richmond, Virginia. A statewide small business subcontracting goal of 42 percent with DSBSD-certified small businesses applies.
The scope encompasses routine, periodic, and event-based cleaning services at eight buildings on the 32-acre Azalea Campus in Richmond (Henrico County) and the Villa Park office location in Roanoke City, including daily floor cleaning, restroom maintenance, trash removal, carpet shampooing, floor stripping and waxing, and upholstered furniture cleaning. Services must maintain Building Service Contractors Association International standards and support a residential dormitory operating seven days per week. All pricing must be all-inclusive, covering labor, supervision, equipment, tools, supplies, materials, overhead, and administrative costs. Price increases during renewal periods are capped at the percentage change in the Other Services category of the Consumer Price Index-U.
The initial contract term is one year with four successive one-year renewal options, with an anticipated contract start date of September 1, 2026. The contractor must carry workers' compensation insurance at statutory limits, employer's liability of $100,000, commercial general liability of $1 million per occurrence and $2 million in aggregate, and automobile liability of $1 million combined single limit if applicable. All personnel must complete criminal background checks and sex offender registry checks prior to work, with strict barrier crime disqualifications.
Evaluation criteria allocate 30 percent to service delivery methodology, 15 percent to implementation and startup, 15 percent to personnel qualifications, 20 percent to pricing, and 20 percent to the small business subcontracting plan. Questions are due June 29, 2026 at 1:00 p.m. EST, with a Q&A addendum posted by July 2. Oral presentations may be requested in late July to early August, with an anticipated award in August 2026.
