About this opportunity
The City of Winter Haven is seeking qualifications from professional engineering and landscape architecture firms for the 6th Street SW Complete Street Design project, issued under Florida's Consultant's Competitive Negotiation Act (F.S. 287.055). The procurement targets design services for a 0.20-mile street improvement project, specifically developing survey, design, and permitting for complete street enhancements along 6th Street SW from Avenue G SW to US Highway 17. Qualified firms must be prequalified by FDOT in multiple work categories, including Minor Highway Design (Work Type 3.1), Lighting (Work Category 7.2), Signalization (Work Category 7.3), Control Surveying (Work Category 8.1), and Design/Right of Way/Construction Surveying (Work Category 8.2). The project's primary deliverables include designing an ADA-compliant pedestrian walkway system with concrete sidewalks, crosswalks, pavement markings, and related infrastructure components. The solicitation was posted on March 5, 2025, with qualifications submissions due by April 8, 2025, targeting federal funding through FDOT's Local Agency Program (LAP) for construction.
The contract opportunity appears to be open to all qualified engineering and landscape architecture firms practicing in Florida, with no specific set-aside designations for disadvantaged enterprises mentioned in the provided documentation. Firms must possess valid Florida professional licensing and meet FDOT prequalification standards across multiple technical work categories. The project is funded through federal transportation program resources, suggesting potential compliance with federal procurement guidelines. While specific budget ranges are not explicitly stated, the project scope suggests a municipal infrastructure improvement initiative with estimated costs tied to the 0.20-mile street redesign, potentially ranging from several hundred thousand to potentially over a million dollars depending on comprehensive design and infrastructure requirements. The procurement is linked to Polk County and specifically targets improvements in the Winter Haven municipal area, with the project situated between Avenue G SW and US Highway 17.
