About this opportunity

Montgomery County Public Schools (MCPS) is seeking qualified agencies, organizations, companies, or corporations to provide before and after school childcare services at various school locations for the 2025-2026 school year. This Request for Qualifications (RFQ) is a multi-step procurement process designed to identify and pre-qualify vendors with the necessary experience and financial stability to operate a successful childcare program. The initial contract term is for the 2025-2026 school year, with the potential to extend services for six additional school years through annual permit renewals from the Community Use of Public Facilities (CUPF). Vendors must first successfully respond to the RFQ and meet qualification criteria to be considered for the subsequent Request for Proposals (RFP). The evaluation process for proposals will occur in October and April of each school year, with services expected to begin in the following school year. The RFQ was posted on December 13, 2024, with a response deadline of December 19, 2024, and interested parties can access full details at the procurement website: http://procurement.montgomeryschoolsmd.org/home/Bid_Record/3107.

While specific set-aside designations or disadvantaged enterprise requirements are not explicitly stated in the provided information, the procurement appears to be open to a wide range of organizations capable of delivering comprehensive before and after school childcare services. The multi-step qualification process suggests a rigorous vetting approach to ensure only financially stable and experienced providers are considered. The contract involves providing childcare services at school locations within Montgomery County, Maryland, which implies a need for facilities, staffing, and programming that meets educational and child care standards. Although specific budget ranges or award values are not disclosed, the opportunity for a seven-year potential service period (initial year plus six additional years) indicates a significant long-term contract opportunity for the selected vendor(s). The procurement is specifically focused on serving Montgomery County Public Schools and will require successful applicants to demonstrate their capability to manage and operate high-quality before and after school childcare programs.
