About this opportunity
Brunswick County Board of Education is requesting sealed bids for the provision and installation of a 6-classroom modular building at Union Elementary School, with bids due June 5, 2026 at 2:00 p.m. and a mandatory pre-bid site meeting on May 19, 2026 at 9:00 a.m. at the school site in Shallotte, North Carolina. The contractor must complete all work within 240 days of the Notice to Proceed and comply with North Carolina Building Codes and Department of Public Instruction requirements.
The scope includes furnishing all materials, labor, equipment, and services for a complete modular classroom structure with defined milestone deliverables: submittal timelines, modular building lead times, building dry-in completion, and final completion. The contractor must submit a Contractor's Sales Tax Report with each invoice and account for a minimum of 2% sales tax on the total contract amount. E-Verify compliance certification and sexual offender registry checks for all personnel are mandatory. HUB utilization with good faith efforts is required.
Evaluation prioritizes responsiveness and responsibility: contractor fulfillment of stated requirements, acceptance of contractual terms, delivery and installation capability, overall cost, organizational stability, documented experience with K–12 school projects, and a minimum of three references preferably from other school districts. Past performance on similar projects, production and delivery time, and onsite installation duration carry weight.
The successful bidder must submit a 5% bid bond in a separate envelope and provide Payment and Performance Bonds upon award, with all bond costs included in the bid. Bids remain binding for 60 days from bid opening. Partial progress payments are based on a contractor-supplied Schedule of Values, with retainage held per North Carolina General Statute 143-134.1. Addenda may be issued on or before May 25, 2026. Questions should be directed to the Brunswick County Schools Operations office at 199 Sessions Drive, Bolivia, North Carolina 28422.
