About this opportunity
The State of Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division (on behalf of the Michigan Department of Transportation) is requesting bids for replacement of two boiler systems at the Clare Welcome Center in Clare, Michigan, with bids due October 21, 2026 at 2:00 p.m. ET and a mandatory pre-bid walk-through and site tour on October 8, 2026 at 12:00 p.m. ET. The scope includes Testing, Adjusting, and Balancing (TAB) on the units in compliance with current State Building Codes, manufacturer recommendations, and industry standards. Bidders must complete work by December 18, 2026, with liquidated damages of $100 per calendar day for delays beyond substantial completion.
A Service Disabled Veteran Owned Business (SDVOB) preference of 10% applies to businesses owned 51 percent or more by one or more veterans with a service-connected disability, provided bidders submit required documentation including DD214 or equivalent proof of service and discharge status, VA Rating Decision Letter or equivalent proof of service-connected disability, and proof of business ownership. The state does not pre-certify SDVOB businesses and does not accept federal CVE or SBA VetCert certifications. For bids exceeding $100,000, bidders must certify Michigan-based business status and Qualified Disabled Veteran status. Prevailing wage requirements apply per Appendix V, and contractors must maintain state project registration under 2023 PA 10, as amended.
The base bid is structured as a lump-sum contract with a $5,000 allowance for materials and equipment; all labor, equipment, services, materials, permits, bonds, insurance, and overhead must be included in pricing. A bid guarantee of 5% of the base bid is required; performance and payment bonds are required for contracts exceeding $50,000. Commercial general liability insurance of minimum $1,000,000 per occurrence, workers' compensation coverage, and builder's risk insurance covering 100 percent of replacement cost value are mandatory.
Questions close October 14, 2026 at 2:00 p.m. ET and should be directed to Matthew Lusby at LusbyM@michigan.gov. Bids must be submitted electronically through the SIGMA VSS system. The apparent low bidder must submit post-bid documentation within two business days, including experience modification ratings, proposed superintendent qualifications, and references for at least three similar completed projects.
