About this opportunity

The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division, is soliciting bids for the MDOT Aeronautics Building HVAC Equipment Replacement project in Lansing under solicitation 591/26063, with questions due November 4, 2026 and bids due November 11, 2026 at 2:00 p.m. ET. Qualified service-disabled veteran-owned businesses receive a 10% pricing preference under Public Act 91 of 2005 if they indicate SDVOB status in the bid and submit proof of service, service-connected disability, and business ownership. DTMB does not pre-certify SDVOBs and does not accept federal CVE or SBA VetCert certifications, though an NVBDC certification may be submitted where specified conditions are met. Bids exceeding $100,000 also require Michigan-based business certification.

The scope is replacement of nine rooftop HVAC units at 2700 Port Lansing Road, Lansing, MI 48906, in two phases: six North/East units in Phase 1, scheduled for completion between March 15, 2027 and July 15, 2027, and three West units in Phase 2. New units require new building automation system controls, including a DDC control panel, new gas piping, ductwork modifications, condensate drain piping, and pre-construction and post-construction air-side TAB reports. Electrical work is limited to power connections for the new units, a new duct detector tied to the existing fire alarm system, and connection of the DDC panel to existing area control panels. Total new electrical load is 199 kW at 480V-3O, compared with an existing load of 230 kW. The contractor must maintain building heat, provide temporary heat for work between October 1 and May 1, obtain FAA approval for crane operations near the airport, use licensed contractors, and comply with prevailing wage requirements, including state project registration and certified payrolls. Contractors must also register with the Department of Labor and Economic Opportunity.

Substantial completion is due within 28 weeks (196 calendar days) of Notice to Proceed, with liquidated damages of $500 per calendar day. Bid security is 5% by certified check, money order, or bid bond. Performance and payment bonds are required for bids exceeding $50,000 and must be maintained through the correction period. The base bid includes two cash allowances of $30,000 each, for general trades and mechanical/controls.

Addendum 1, issued October 23, 2026, adds hazardous materials reports and clarifies approved controls manufacturers. Bidders must acknowledge it or risk bid rejection. Addendum 2 also modifies the solicitation and must be incorporated into bids. The asbestos survey found no asbestos in any tested sample, and contractors must contact Materials Testing Consultants before renovation and comply with OSHA asbestos requirements.

A mandatory pre-bid conference and facility walk-through was set for October 28, 2026 at 10:00 a.m. at the project site. Questions are accepted until 5:00 p.m. ET on November 4, 2026, directed to Devon Pung at Matrix Consulting Engineers, Inc. Bids must be submitted electronically through SIGMA VSS, with a maximum of two attachments, each under 25 MB. NIGP codes are 90922, 91024, 91036, 91060, 91240, 91438, and 91450.
