About this opportunity
The State of Colorado Department of Natural Resources, Colorado Division of Parks and Wildlife (CPW) has issued a Request for Documented Quotations (DQ1 2026-0368) for the procurement of one used tractor with required accessories and delivery as part of the Pueblo Tractor Upgrade project. The solicitation seeks a used tractor meeting specific technical specifications including an engine equal to or greater than 4.5L, 4-cylinder Power Tech PSS with minimum 130 horsepower, a transmission with minimum 16 speeds, fewer than 2,000 operating hours, an enclosed cab with air conditioning and heater, a minimum of 3 sets of hydraulic remotes, and a minimum 100 horsepower power take-off (PTO) system, along with a front-mounted bucket. The tractor must be delivered to 600 Pueblo Reservoir Road, Pueblo, Colorado 81005 on or before May 30, 2026, as soon as possible following contract award. CPW intends to make a single vendor award based on which acceptable response is most advantageous to the state, with price and cost serving as the primary evaluation criteria. Bidders must submit responses via Colorado Vendor Self-Service (VSS) or email to dnr_cpw_bids@state.co.us by Thursday, April 9, 2026, at 3:00 PM Mountain Time, with a written inquiry deadline of April 2, 2026, at 5:00 PM MT and answers posted by April 6, 2026. Notice of intent to award is expected on Tuesday, April 14, 2026. Required submission documents include a Specification Verification Sheet, Bid Pricing Sheet, Vendor Information and Verification Sheet, and current insurance certificates.
Service Disabled Veteran-Owned Small Businesses (SDVOSBs) incorporated or organized in Colorado that are properly certified by the U.S. Small Business Administration's Center for Veteran Enterprise may receive a 5 percent preference on their bid, while resident bidders receive preference equal to the preference given by nonresident bidders' home states. Vendors must provide automobile liability insurance with a minimum limit of $1,000,000 each accident combined single limit if providing delivery to state property, or provide proof of third-party delivery service. All costs including delivery charges, trade-in value credits, tariffs, and discounts must be incorporated into the final bid price, with bidders responsible for all shipping and freight costs and the state claiming exemption from sales and use taxes. A 2014 Kubota Tractor Model 9960 in good condition with 955 operating hours is available as a trade-in unit for valuation credit against the new equipment cost, with viewings available Monday through Friday from 9:00 a.m. to 2:00 p.m. by contacting Chad Schreivogel at 719-252-5014. Payment will occur following inspection and acceptance by the CPW project manager, with ACH/EFT payments highly encouraged to expedite contractor compensation within the standard 45-day payment term. The specific award value or budget range for this procurement has not been disclosed in the available solicitation documents.
