About this opportunity

The Ohio Department of Transportation (ODOT) is seeking a commercial motor vehicle traffic alert system through Request for Proposal (RFP) No. 551-26, with the primary objective of providing in-cab alerts to commercial vehicle drivers about traffic slowdowns and dangerous traffic conditions. The service must utilize real-time traffic speed data from INRIX and automatically deliver alerts directly to Electronic Logging Devices (ELDs) and mobile phone applications across Ohio's interstates and major expressways. Proposers must offer a fully operational service with no development or configuration requirements, and provide alerts to operators at no charge. The proposal must include comprehensive, all-inclusive pricing covering technical support, training, and platform updates. ODOT will evaluate proposals using a technical scoring system with a maximum of 1000 points, considering service requirements, technical support, and company qualifications. The final selection will be based on the lowest cost per quality point, combining the technical proposal score with the monthly cost proposal. The contract is set to expire on June 30, 2026, with proposals due by 1:00 PM Eastern on Tuesday, October 21, 2025. ODOT may impose deductions of 1/30th of the monthly service fee for any unscheduled service outages.

The RFP does not explicitly mention specific set-aside designations or restrictions on responding organizations. The proposal requires vendors to provide a current, operational traffic alert system capable of integrating with existing commercial vehicle technologies. While no incumbent vendors are specifically identified, the system must work with existing Electronic Logging Devices and mobile applications used by commercial vehicle operators. The pricing document (551Pricing.xlsx) suggests a structured pricing approach, though the exact budget range is not explicitly stated in the available documents. The service is intended to enhance safety for commercial vehicle operators by providing advance notice of traffic slowdowns, with a focus on preventing end-of-queue crashes and minimizing potential damage, injury, and loss of life. Vendors must demonstrate the ability to provide a robust, reliable system that can immediately integrate with existing commercial vehicle communication technologies across Ohio's transportation network.

Opportunity text

The State's objective is to be able to communicate instances of traffic slowdowns and/or congestion to commercial vehicle operators with advance notice so that they can make a timely response to ensure their safety and the safety of the motoring public. Slow traffic often presents a significant safety hazard, especially at the end of traffic queues where vehicle speeds drop suddenly. Commercial vehicles involved in end-of-queue crashes can cause significant damage, injury, and loss of life. Giving commercial vehicle drivers advance notice of slowdowns and traffic queues gives them an opportunity to react sooner to slow down or avoid these dangerous situations.
