About this opportunity

The State of Louisiana Office of State Procurement is soliciting bids for one 55-ton triple axle equipment trailer on behalf of the Flood Emergency Transportation Authority (FETA) under ITB 3000026826, with bids due November 17, 2026 at 10:00 a.m. Central Time. Bidders must be licensed by the Louisiana Motor Vehicle Commission. The ITB requires a valid dealer's license issued under La. R.S. 32:1254 with the bid submission, while Attachment A allows bidders without one to provide it within ten business days after bid opening, failing which the bid is rejected. Louisiana product preferences under La. R.S. 39:1604, and U.S. manufacturing preferences within a five percent cost differential, apply within specified cost thresholds.

The unit must be new production stock modeled on a Landoll 455B or an approved equal, and bidders must specify the brand and model offered. Specifications call for a heavy-duty, single-drop platform with a minimum 132,800-pound gross vehicle weight rating, a four-beam frame, three 25,000-pound air ride axles, a hydraulic undercarriage, a 12,000-pound winch, 4S2M ABS, and compliance with OSHA, FMVSS, DOT, and ICC requirements. Deck configurations available are 53, 50, or 48 feet overall.

Award will be made on an individual basis to the lowest responsive, responsible bidder meeting specifications, and the State may reject individual line items. Delivery is F.O.B. destination to 6868 Nicholson Drive, Baton Rouge, Louisiana 70820, with freight prepaid, inside delivery, unpacking, assembly, and debris removal included. The waste tire fee is excluded. Pricing must be firm for a minimum of 30 days per the ITB and 60 days per Attachment A. Payment is made on a unit-price basis by LaCarte Procurement Card or electronic funds transfer, within 30 days after receipt of a properly executed invoice or delivery, whichever is later.

Written inquiries are due November 3, 2026 to Raymond McKnight at the Office of State Procurement, and responses are due by November 10, 2026. Addenda will post on the LaPAC website. Bids may be submitted through the LaGov vendor portal or delivered to 1201 N. Third Street, Suite 2-160, Baton Rouge. Bidders may observe the opening live via Zoom beginning at 9:45 a.m. Central Time on November 17, 2026. Contractors must retain contract records for at least five years after final payment and remain subject to audit by the State Legislative Auditor.
